So, I went to go pick up the quest “Shadowy Secrets” so I could obtain the item Void Totem. The NPC Darion Morgraine is NOT in my garrison and I can not find him anywhere or the quest. I do not have the item either so I … probably… have not completed it.

So you need to have the Inn built in your garrison. After that, NPCs can swing by and give a random daily dungeon quest. It is random so it could take a few days to receive the one you need. You’ll just need to keep checking back after the daily reset, and make sure you turn it in that day.
