I know it’s said level 110’s can’t see the portal, but what about level 101-109 ? or does it need to be level 90 -100 ?

If that bug still exist, you just need to be sub 110.

I believe they fixed the bug if its the one I’m thinking about. I found a portal in Spires on my 120 Hunter.

According to Wowhead it was fixed:

All characters regardless of level, quest progress, etc. will have no problem seeing portals.
