i have been checking for portal for this mount in 2024 War Within expansion does anyone know if a level 80 can see portals or if I need lower lever alt ?

Level shouldn’t matter. Good luck finding it, that thing is slippery.
I got it in TWW after looking for the entirety of DF. You can see the portals at 80.

If you’re on looking for it on Area52 or a Tuesday then you are doing everything completely wrong though.
I gave up on that mount after discovering that I’d been diligently checking/camping a wrong location where it doesn’t even spawn for six months.
I went after this mount sometime ago, finally found my portal in northern Frostfire Ridge in the early AM hours, just flying around doing circuits at all the spawns.
It’s indeed elusive, took me about as long to get this, as it took me to farm the Time-Lost Proto Drake.
Weeks, to months, of on-and-off camping, because I’d burn myself out doing that.
Eventually I’d just log in and fly over the spawns, and eventually got it that way.
Some advice,
Chromie Time works, it works for all rare mount-giving spawns.
Chromie Time also has Warmode off and on Instances.
I’m not sure you can turn EXP off in Chromie time, though.
If you use this to your advantage, you can have 2 or 4 characters (Personally I suggest 4 if you really want this mount) to try and get it. I got mine by pure chance, and it didnt go into my inventory right away, so if that happens don’t worry. you’ll have it mailed to you.

I got this back in WoD even though the game itself didn’t want me to have it. Literally. My account was bugged and I had to get irrefutable proof myself before Blizz would even look at it past the surface. I made a friend while camping for it and one afternoon I was showing him my favorite spots to camp for portal spawns in SMV when he said “hey the portal is here by me, you come take it and I’ll get the next.” Which he definitely didn’t have to do. So I flew over and landed right where he was and couldn’t see the same portal he was able to interact with. So we each took screenshots and then he went ahead and took the portal and got the mount while I opened yet another ticket. The first person at Blizz basically didn’t even look at anything - “nah, trust me, everything is fine it’s just you missed it. They’re very rare” stuff like that. So this ticket with the screenshots the Blizz employee actually looked at my account and, according to what they saw, I had already entered the portal once and thus couldn’t see another one…despite me not having the mount in my collection. It didn’t make any sense because I had definitely never clicked one before and it didn’t make any sense to the GM either, so they caved and mailed me the thing. Still one of my favorite ground only mounts, especially to use with my Void Elf characters.
I did something like this once, i was working on the Most Minis Wins achievement and was missing (and still am) the King Mechagon one, i flew out there once a week to loot a chest for years, only to discover that the one i needed can’t come from normal chests you loot, it has to be a certain kind of chest.

You can, but only below level 60 because that’s the last time devs paid attention to it.
WoD zones except Shadowmoon reset when empty. If NPCtime doesn’t show something >48 hours then it is fully impossible to find a portal. Don’t even look.
I’m aware, watched all the videos, learned all the tricks.
I forget exactly how, because it was years ago, but there was a method to what times I’d check.
I’d often see others too, so the zones weren’t fully empty at times. There was always someone in Shadowmoon so eventually I stopped camping there.
Everyone seems to have the question covered so I’m just here to say good luck and happy hunting.
There are people that sell it and they have characters parked at every possible portal location. I gave up when I realised this.

Anyone can see it. That said, I believe it only spawns in areas after an initial minimum of 48 hours.
