I am only quoting the material presented in the MoP CE ‘Making Of’ CD - you are free to watch it for yourself if you can find an uploaded copy. I may be misremembering of course, as Mists was released in 2012. If so I apologize for my error.
I distinctly recall that I was fascinated to learn that Pandaren had been a planned core race as far back as Vanilla, which is why I always remember the piece. As I said, I could be very wrong memory-wise.
The next time I have a moment, I’ll re-watch the ‘Making Of’ CD.

The only change to void elves they really should have done is have them come from already Alliance aligned High Elves rather than Blood Elves.
