I have a lvl 110 alliance character but dont really care for the class and would rather do the Argus questline and daily quests to get the rep for the Argussion reach. But i want to unlock void elf. So if i gain the rep for Argussion reach on my horde character can i access the quest once i am on my alliance to unlock void elf? Or do i have to get the rep on my alliance in order to access quest to unlock void elf ?
Yep you can. The rep can be done on either faction, it doesn’t matter. Once someone is exalted then switch to any 110 Alliance character to do the unlock quests.

Unlocking the Race
To unlock the Void Elf Allied Race, you must first have the Battle for Azeroth expansion purchased.
You Are Now Prepared! requires completion of the Argus storyline, which should take several hours to complete. Reference the Comprehensive Argus Guide if you need assistance with any quest.
Exalted with Argussian Reach may take several weeks to obtain, as you can only earn a limited amount of reputation through World and Emissary quests. Reference the Argussian Reach Reputation Guide for details on which Argus zone quests provide reputation.
You must then complete a special recruitment quest which demonstrates why Void Elves have decided to join the Alliance.
You have now earned the Allied Races: Void Elf achievement and can create a Void Elf.
Not sure what achievement criteria you have left for this Allied Race? Simply go to the BFA attunement tracker, hit Load Character, enter in character info, and see what you still have to complete!
also there’s a little thing you can do to accelerate the process.
You must have a 110+ alliance to actually unlock them but you can do rep on horde.
