Same issue - I am not seeing a way to get forward progress…what the heck…!?!
I think I solved this (at least for alliance). Go to Stormwind, and there will be an important quest in the Castle titled “The Harbinger”. It is a scroll that is “a summons to meet Khadgar”. This will trigger to go to the guardian room in Delaran. You will have a chat option with Alleria Windrunner then you both talk to Khadgar. After doing this questline, you will eventually have option to talk to Khadgar to continue expansion questline. I hope that helps!

Same here, hours into it and still can’t figure it out. Opened a ticket just now. Rest of guild is progressing far into xpac.
ok figured it out. I bought the wrong version. I got the base version and that doesn’t offer early access
