Vigilance Perch

I got flying on my main. I logged into a 110 character that has Vigilance Perch. I killed the required mobs to get the owl buff, turned into the owl, but could not fly in any BFA lands as the owl.

I can fly using Vigilance Perch in all other fly-able lands in WOW.

Does anyone know if this is an intended change/nerf or is it a bug?

I am also experiencing this issue, it’s extra annoying, because you have to manually click the buff away to mount up and actually fly.

This issue does seem to be limited to this item’s shapeshift, as my druid’s bird shapeshift is not affected.
