I know this NPC existed in Classic and I believe they existed in 1.12, but Ve’il was missing from his cave when I checked this morning.
Okay - technically he existed since 1.11 - but, he was put in as part of the dungeon set armor upgrade chain which I don’t believe is live in phase 1 - so you might have to wait until the phase when that quest chain becomes available for him to be there.
