WoW Before ilvl scaling is the game I played. Never got weaker the further you got into an expansion.
Have you played a game on any other expansion drop? While the scaling AND stat squish did make things a bit different this time around the basic principle has not changed.
If you have end-game gear from the previous expansion you will ALWAYS faceroll the current content. Beyond that most of those folks are using Legendary items from Legion which are lost prior to the 117 'Wall', but we all knew that we'd be losing said items and that there would be a power drop in relation to that too.
I admit I was a bit annoyed having to go from 5+ mob pulls to watching my pet die if I tried to pull more than two as I was reaching the cap. It continued all the way till I had started to get gear from Normal/Heroics at 120. At 338 ilvl the mobs feel just as paper to me as they were in Legion imo.
People may not be wrong in that it feels weaker when you level, especially in relation to how powerful we felt in Legion. However, you would have to have never played the game during an expansion launch to act like what we're seeing in BfA is just out of the ordinary and needs to be fix'd nao!
And again, once you start gaining Mythic gear & get a couple of the better Azerite traits for your spec that should mostly make up for any issues you're feeling in terms of 'power'.
