It’s broken for me too.
Also bugged out for me. Died on an attempt and now every time it starts at 100% and he won’t spawn. Logged off, tried everything.
This needs to be fixed ASAP or will screw our progression of unlocking the masks.

Died on a 5 Mask, same issue. Persisted ever since.
This is also occurring for me. Started around 3:30-3:45pm PST and hasn’t cleared up since.
the same here, everything is broken even for the drops, everything is bugged.
Same for me. Even tried doing a run of the BFA version. Worked fine there but did not fix anything.
I am also lacking Vez’okk spawns tonight, so cannot complete Valley of Wisdom objective, cannot get Reins of the Void-Scarred Windrider and cannot get Masked Duet.
This bug is preventing a mount, currency and an achievement… highly frustrating,
I’ve had this issue persist with 2 masks, changed masks, didn’t help.
Just wanted to add me too, but just on my main so maybe we can get a fix

Update: I deleted the cache file in my wow directory and that fixed the issue

Having this same issue. It was driving me crazy. Eventually I stopped trying different routes and clearing everything and just speedrun to Rexxar so I could atleast get 8 Coagulated Bloods.
Fixed it !!! Try deleting your cache file in you wow directory it fixed it for me .
This post exploded with people having same issue, there should already be a remedy for it. crappy customer service.

Also not spawning for me, and clearing the cache didn’t fix it. I would have just had my first full clear if not for this bug.
Same issue here, i was able to clear valley of wisdom and get my perma 10 percent sanity on my first run last night doing the lost areas, but when i went back for a 5 mask run, as soon as i enter, the quest shows mob kill at 100 percent, and vez’okk will not spawn even if i go through and rekill everything in valley of wisdom. I’ve tried different mask combo’s, including reverting back to 1 mask only, and hasnt spawned since that first time. I even waited till this morning and went back in thinking maybe it just needed time to reset the quest but still broken.
I agree with some others, lots of people complaining about this, and blizz hasnt even made a post or comment about it. Shouldnt take this long to have a response about this.

Same issue. Cleared the zone twice and twice no boss spawn on a 5 mask this morning. He spawned fine last night.
Not for me. Just try that and the boss still does not spawn.

Happen to me 4 times, while trying to finish my 8 mask. This is so stupid
Edit, Deleteing cash doesnt work for me.
If you look at this image below, i justt zone in and it already 100% with tons of mob still up
