When you use the BoA 200 ilvl conduit upgrade item, Incense of Infinity, it upgrades ALL your conduits to item level 200, even the covenant conduits for your other covenants that are not your currently active covenant.
When you use the new Haven rep ones for 226/239 conduits, or the new Vessel of Profound Possibilities for 278 conduits, this does not occur. Only the covenant conduit for your currently active covenant becomes 278. This requires you to buy and use the item 4 times to cover all 4 covenant conduits.
I am confused by this inconsistency.

The Incense of Infinity that upgrades your conduits to 200 are BoA so can be used by any characters on your account. The ones sold by the rep vendor for the Enlightened are BoP and only good for the character using them. Were you part of the other covenants on the character that used the BoA and learned those on that character? The item still only works for the conduits of the character that uses the item to upgrade. If you are seeing otherwise, then that would be the actual bug.
Let me break this down for you in detail.
Pretend we have a Night Fae character with no other conduits aside from the first 3 @ 145 you get for unlocking soulbinds.
We use an Incense of Infinity. We get every conduit as 200, including Night Fae conduit. We then swap to Necrolord. Oho, we have the Necrolord conduit at 200, too!
We hit friendly with the Enlightened and use the Font of Ephemeral Power. We get every conduit as 226, including the Necrolord one. We swap back to Night Fae. Nani!? Our Night Fae conduit is still 200?? We have to buy ANOTHER Font of Ephemeral Power in order to get 226 for that one, too?!
This is inconsistent behavior between the two items.
When I hit 3k io, I had to buy the Vessel of Profound Possibilities for 278 conduits FOUR times in order to get all my covenant conduits to 278. This is a unique item mind you. Go to Oribos, buy item from quartermaster vendors, go to ZM, pop into Forge of Bonds, go back to Oribos, swap covenant, buy item from quartermaster vendors…
For every one of my alts that I bought the BoA one for, I’ve only needed ONE and simply got every single conduit for every single covenant at 200. Bing bam boom done.
