Can world quest and be out in the open world fine with next to no issues. Try to do a key or even a random heroic and latency spikes to 900+ world ms. It does seem to slowly go away near the end of the dungeon though I am unsure if it is coincidence or there is a reason for it.
Not sure what tools or commands I need to run to show the internet logs.
Latency that is 900+ is pretty unusual and typically indicates addons that may be causing increased latency. I know that addons are super useful especially during dungeons but if you could try disabling them temporarily to compare, or doing a full UI reset just to test that could help us narrow down the problem.

I’m having trouble with instances, period. I just had to force close to get off the darkmoon loading screen. I got booted from a heroic because I completely froze up and now I have a deserter debuff.
The main problem seems to be the 19% packet loss. Are you able to bypass any routers or other devices and connect directly to the modem with an ethernet cable? If not, could you try testing another network like a mobile hotspot to compare the difference?
That test is my computer being connected via ethernet to the modem. I contacted the ISP and they claimed to “optimize” the connection and restarted it. However its still not fixed and the only thing that does receive this high latency is WoW.
How much data would running a dungeon on WoW use up over a 15 minute span roughly, as I am limited in how much mobile data I can use.
