I logged in Dalaran, ran around. Tried to use a hearthstone and the cast bar never showed up. I looked around and noticed the NPCs weren’t moving and the few players near me were running in place. I tried to /logout with no luck. I did a /consolereloadui which reloaded the UI but didn’t fix anything else. Completed a manual exit of the game through Task Manager. Logged back in, same issues, manual exit. Deleted the WTF and CACHE folders because for the 12 years of playing this game yinz always bring that up as the “go to” resolve. It may have worked but I’ll never know because I either can’t get past the character screen without being disconnected, or a very long loading screen that eventually disconnects me with the same issue.
I’m guessing the OP is in the Pittsburgh area, as am I. I’m experiencing the same thing. My speedtest results are optimal so it’s not an ISP issue, seemingly.
Actually, I’m having the same issue. I tried from three separate computers, so it’s not a software related issue. I can connect to the other games, just currently having issues with WoW. I can even log in to WoW Classic with no issues. It’s just Retail that’s having issues.
I’m in the MD area, so it may be a regional issue then.

It looks like everyone posting here is using Verizon FIOS and is posting from the eastern US states. There may be an ISP or routing issue going on between the ISP network and the Blizzard servers. We’ll definitely keep an eye on this.
If anyone is able to connect through an alternate connection, such as a mobile hotspot or VPN, that may work around the problem and allow you to connect again until it clears up.
Verizon Fios, Baltimore, same issues. Been going on for about an hour now.
FYI: As recommended by Jambrix, a VPN should resolve this issue. I connected to a VPN based in the midwest and it resolved all issues.
This is happening to me right now and is the second time today. First time was a little over an hour ago. I can’t cast or do anything except for type in trade chat and my ms world is currently sitting at 2136…
Chiming in from Pittsburgh on Verizon FIOS: Been having similar issues. Sometimes Battle.net won’t load the content, sometimes I can get through authentication but the character screen is black (just shows status text and realm button).
Edit: I used my VPN (Nord) to route me through Seattle and things seem to be working. I tried Chicago (closer to Pittsburgh) but had similar bad luck.
Edit 2: Tried going through New York. Works and way less latency than Seattle.

I found a solution, not sure if it will work for everyone and not sure how long it will last. I did a reset with my router and the game seems to work fine… for now.
ive reset, restarted, altf4’d, task managered, still doesnt allow me to play. either get stuck on a blue bar, a black character screen, or if it does load to people running in place. this last time a “world server is down” window popped up
but like the blue said just “work around” or “until it clears up” /facepalm
