I unlocked the Ember Court via Sanctum Upgrades, followed the quest chain to completion. I turned in all three of the pre-requisite quests according to Wowhead:
Tubbins and Kassir do not have any further quests for me. The entertainment and refreshment selection NPCs show that I have unlocked what I needed to do, and I have progress on the achievement to illustrate that. The RSVP for Kassir also shows that it was accepted.
But yet, the weekly quest is not available.

I’ve done that all too.
I have the same issue. On Wowhead quest completion, it shows that all of the Ember Court prerequisite quests were completed:
[[60] Ember Court: Entertainment]
[[60] Ember Court: Guest RSVPs]
[[60] Ember Court: Refreshments]
But oddly it shows that RSVP: Cryptkeeper Kassir is incomplete for me, even though I finished his questline and RSVP quest and received the RSVP item and it is clearly enabled in the UI when checking the guest list. I suspect the quest wasn’t postmarked as complete properly due to a bug, and the check that enables Ember Court is disabled as a result.
Try checking Gresit and seeing if he has a quest for you for the Ember Court. A GM told me to check there and there was a quest that Wowhead did not know about that I needed to turn in.

Yeah, visiting gresit had a quest that was unmarked that was to report back that I had finished the Halls of Atonement Entertainment to Tremel. I also turned in the Halls of Atonement dungeon quest to Gresit, I’m not sure if that had to do with the availability of the follow up quest.
