Ve’nari quest Rule 5: Be Audacious (60284) is bugged for my character. I have completed the Rule 4 (60281) long time a ago but Rule 5 does not show up and I’m stuck in the questline. Not sure if this has something to do with realm transfer and fraction switch.
Have you attained “Apprehensive” reputation with Ve’nari yet? That is a prerequisite, AFAIK the only one.
If so, you may have an issue cause by faction changing, as you surmise.
