I had 4 delves on tier 4, the great vault only offered Veteran gear. This was repeated on 8 different toons, same issue, all had 4 tier 4 each, were only offered veteran gear in vault.

I have the same issue…The Delve Great Vault rewards are showing as tier 1 (ilvl 584), but I completed 8 delves, all at 8+ difficulty.
I tried to submit a ticket but when I did the realm selection dropdown didn’t work. Tried different browsers, resetting my history/cache, etc. and still nothing. Extremely frustrating…
It’s possible you have old unclaimed rewards. Near the bottom of your great vault screen it will same something such as these are precious weeks rewards.
They never expire so if you missed any week and didn’t claim them all to get caught up, you could have been behind for a bit and not realized.
4s are on veteran track.
You are showing the delve rewards for tier 4, Great Vauls chart show champion level 1 for tier 4.

There’s several comments on the page stating that the vault level rewards are incorrect. Most appear to be off by one level.
It appears as if Wowheads information is incorrect and I will need to go to level 5 delves for champion gear at vault.
