Blizzard WoW policy states that your vault reward for multiple Delves will be determined by the 2nd highest Delve completed. That means if you do a level 3 and a level 8, you will get the level 3 reward in the vault. That is what I got last week. However, the message you see when hovering the mouse over that row in the vault says “Complete a level 4 Delve for a higher reward” but this does not happen. You do an 8 after a 3 and you still get the level 3 reward. This is SO wrong! It would be like if you do a Mythic 4 and a Mythic 10, you would be getting the level 4 reward. This needs to change!!

Looking at this matter, allow me to inform you that Delves and World Boss killings are counted as world events, meaning that if you killed a world boss and completed a delve, you will get the first slot reward from the Great Vault. Also, the activities are counted in pairs, meaning that if you finished two delves, killed two world bosses, you will get the lower of each, I.E., you will get the rewards corresponding to the lowest delve and the lowest world boss.
You need 2 T8’s to get a T8 vault.
It only counts your highest 2 (content), highest 4 and highest 8. It’s always been like that.

I see so much confusion about how the vault works and I just don’t get it because it’s not complicated.
The reward tiers are given at 2, 4, and 8 activities completed. For it to be the highest reward, you have to have that amount completed at the highest tier.
If you want your first vault slot to be at level 8 delve level, you have to do 2 tier 8 delves. For the second vault slot, 4, and for the third, 8.
The reason that doesn’t happen with M+ vaults is that the first vault slot only requires one dungeon. So it takes your highest key done regardless of order.
The first delve slot require two delves, so if you only do two, it will take the lower one regardless of order.

your vault would be
1st slot lvl 8
2nd slot lvl 6
3rd slot lvl 5
so if you ran another 8 your vault would change to
1st lvl 8
