Picked up an item at the vault this morning and noticed a phase that said something to the effect of “only pick one”.
There are 9 slots, if you manage to unlock all 9, you still are only able to take 1 or is it 1 per row?

Just 1. You’re simply unlocking better odds by filling out all 9 options.
By design, the vault is considered “bonus loot.”
One extra piece from all the previous week’s gametime/content done, or tokens for exchange at the vendor if none of those bonus pieces are worthwhile.
Letting us have more would just be “too much loot” – I think the devs think RNG is so good for players that they’re swimming in good available choices all week.
