I got the achievement and mail that should let me trade whelp crests up for drake crests but Vaskarn is still only offering grey crests from last season. any idea why?

Which instance of Vaskarn are you talking about? Only the one in the Emerald Dream has been updated to S3 crests.
I know the one in Loamm hasn’t. He still has vendor-trash S2 crests.
