If I convert 7200 valor to conquest will I be able to get a weapon or will I need to PVP the 7200 conquest to unlock

I havent done valor to cp but i know justice to honor isnt 1:1 trade, you gain less than you put into the conversion.

The valor to conq is 1:1 I think. Like 99% sure it is.
