Valhala Cape? Where Do I get it?

There is a cape called “Valhalas Cape” that’s suppose to be sold from a vendor. I can’t find it anywhere online. Does anyone know?

Which map or boss can I kill to loot this Valhala Cape and whole armor set ? Thanks.

You can either get it as a random reward from a timerift, or the ensemble is for sale for about 2500 flakes. And flakes are now warband transferable.
