It has happened both with add-ons and without add-ons for me. I ask a guard where the Item Upgrades are located and he flags the map for me. I followed the pin to coordinates 45.27 , 37.48, which is on top of a building half buried in rock. In reality, the Item Upgrade NPC, Erza, is located at coordinates 38.66 , 37.12.
The guards are referring to Corxian, the item upgrader inside gladiator’s refuge where all the training dummies are.
