Upgrading 197 Covenant gear

When I log in to 9.1 for the first time and go into my bag, a tooltip appears over my 197 cov gear that says “Bring this equipment to an Item Upgrade specialist in major cities to increase its power”. Where is this specialist? I can’t find it… and it would seem that this gear is already maxed…

I know it doesn’t really matter because of the new gear, but it’s silly!!

It’s maxed out at 197 & you do it right at the covenant. Tool tip is wrong, unless I’m missing something.

Thanks Titus… That’s what I thought, but I thought that I would check…

The tooltip appears for any upgradable gear (even max rank versions), including pvp and valor gear.
