Pvp upgraded hellbloom gear is 450 ilvl and isn’t even on the vendor yet. His gear is pve upgraded, which has no impact on its pvp ilvl.

How do you get that many crests and flightstones?
Crests and flighstones follow the same discounted rules as they did in season 2, so you do not need crests to upgrade an item to an ilvl you’ve already obtained in that slot and flightstones are discounted by 60%

The discount is on a per slot basis. If you have 447 shoulders from last season, then you can upgrade hellbloom shoulders to 447 at 7/8 adventurer by only spending flightstones, and 60% less at that. The pvp ilvl does not change.
