I am new to wow. I have been playing arms warrior for a couple of weeks and I’m at level 120 already. Last week I was awarded Strom’kar The Warbreaker great sword, which, as far as I know, is the speciality weapon for my class. I have equiped it with the three required relics and now its level stands at 182. However, I have other weapons in my inventory that far surpass that level and are much more powerful. I really want to continue my quests with Strom’kar, but it is just not strong enough. What should I do to upgrade Strom’kar to increase its power?

You can’t. It’s from the previous Expansion. Weapon upgrades can only come from the current expansion Battle for Azeroth.

You can’t. It was the central pillar of the Legion expansion, not a permanent addition to the class. Now that you’ve out leveled Legion and passed into Battle for Azeroth you’re supposed to replace it just like any other outdated piece of gear.
Now, going back to unlock your artifact skins for transmog is totally a thing you can do. But that’s a very different matter.
As others have said you can’t. You can however equip a new weapon and Transmog it to Stromkar. That way the weapon will still have the appearance of Stromkar but the stats and abilities of the new weapon.

You can Transmorg the look of the 2h if you enjoy the look of the weapon. No point using it as its stats are far weaker now.
As others have suggested, Transmorging will be the best option.
