Is it worth it to upgrade crafted gear to 450 right now? Or will the gear stats change.
Depends on what type of gear it is. Some crafted gear has prefixed stats and embellishments, like the Infurious gear. Other gear allows you to use missives and add your own embellishments.

Infurious is what I have. So don’t upgrade until new ones with better stats come out?
what other stats are you looking for? vers and mastery are two good stats for frost and unholy for pvp.
The stats on Infurious will be fixed and won’t change but will scale with it’s pvp item level. The fully customizable plate gear is called Primal Molten, you can use missives to choose your stats and also can choose the embellishment. You could also go with engineering plate helm and/or bracers, which will double stack one stat.

For example I heard someone say precog will be baseline with gear, will this be a new crafted gear coming out replacing the current cloth one that’s “After suffering a LOC, you gain haste.”
Precog is an embellishment that crafters can add when they craft an item. I don’t think (correct me, if wrong) there is an embellishment item for the haste on lost of control, so you’d need to upgrade that preset Infurious item if you want that embellishment.
A character can have a max of two embellishments.
