This did not fix it for me.
If you are using the New Battle.net, be sure that your downloads are not paused. For some reason, they were for me.
There should be an icon for “Download Manager” near the upper right corner of the Battle.net App (to the left of your profile picture). Click it, and click “Start all” if downloads are paused.
Nothing is paused.

edit: I did nothing and it eventually went away. Took about 10 minutes of waiting.
