Agreed, you can do 15s with no set at all, and only a single legendary this patch.
But the issue is that in 4 months time, it’ll be reasonable to expect that you’ll have 4set. There is a sizeable amount of power behind them, so it will feel bad to not have one when everyone else in the raid does. But at this point, not everyone has tier. I think my guild has 1 4 set, and 10 2sets on a roster of 24 players.

No, OP is entitled for wanting tier handed to him through crafting.
It’s a catch up mechanic, not a free handout.
People are entitled, because they’re whining about tier, when Blizz has literally given everyone a way to get it and not just raiders.
RNG is RNG. Some of us have crap luck with RNG. Others have good luck. Welcome to tier from time in memoriam.
But asking for it to be handed to you all at once, so you can complain later that you’re still getting tier after you already crafted it isn’t how this works.
At this point, I wish Blizz had never added tier back into the game.

They are actually because you can do any primary equip slot that’s not trinkets, rings, or neck. So you just pick a slot that fits your stats and boom! Stats picked! Also upgradable! They have the same stat budget as any other item so there is not value in picking a specific slot other than for the stats that slot would provide or to not conflict with legos.
You’re not saying anything controversial. Blizzard has botched the handling of this system pretty badly. PvPers are mad because normally set bonuses are turned off in PvP but they’re not in this season, meaning the storngest teams are raiders who brought their tier sets over (nice throwback to all the way back in Burning Crusade, lol). M+ers are mad because statistically they won’t get their 2-pc until Creation Catalyst opens up - that’s how bad the drop rates are for M+ row.
The only people happy are raiders… except they’re not because the folks who raid-log stay perpetually mad that any content in the game exists other than raiding. There’s a small minority of raiders who are contentedly raiding (Timbae comes to mind) and everyone else is unhappy with this system. Shoot, I think I’ve even seen Brewa still whining about M+ even though its barely relevant this patch. It’s crazy.
Borrowed power should be accessible to everyone. Putting borrowed power in gear was obviously a mistake if they don’t have anyone in their studio who knows how to pace this out. Top level PvPers and top level M+ers should have their 2-pc and/or maybe even 4-pc, just like top level raiders do at this point. If Blizzard can’t figure out how to make that work, they should just stick to traditionally time-gated distribution systems for borrowed power.

Borrowed power in gear is fine… if they didn’t time gate it this hard. They could easily just have said “Hey the only way to get set pieces is Creation Catalyst, you can make one a week” and nobody would have complained. It would have been fair and equal. But they didn’t.
Yes, you can convert them to raid items (at least on PTR), but only head, shoulders, chest, gloves, and pants can have the set bonus.
All hats have the same stat budget. A hat and a set of shoulders do not have the same stat budget.
You can choose the stat in the sense that you pick 4 out of. mastery/haste, vers/mastery, haste/mastery, haste/crit, and crit/vers on your hat, shoulders, chest, gloves, and legs respectively (using warlock stat distributions here)

OK… let’s look at VDH for a moment since that’s what I’ve been maining this expac… If I can choose between hands (which have mastery… eww) or everything else in the set bonus category… I’m going to chose “everything else” I can also use the CC to convert things in some slots to have better secondaries that I do like. It’s not perfect but it’s insanely powerful when you think about it. Blizz doesn’t want that out right now particularly not since they left in upgradability. Which while nice… would have been nicer if it was just part of raid loot from the get go.
Not sure why this matters when we are paying 10s or 100s of thousands of gold per relevant leggo. THAT [MTX] is what needs to be removed. I don’t even raid and I couldn’t care less that I don’t get first shot at tier.
The skill is with me always. The gear will come.
The lack of gear gates you from having more fun.
Blizzard left bear threat issues in the game and “fixed” them with tier. Core game balance fixes are baked into these borrowed powers that are locked within this gear. Basically, I’m missing part of my class right now.
I’ve adapted and survived but my character feels incomplete right now and that’s not a good feeling.
It’s like that feeling at the start of a new expansion in a way. When your class was built around powers they no longer have, but in reverse. I know these powers fix my class, so it feels more painful knowing you have to get lucky with RNG rather than just getting your class fixed with the 9.2 patch.

That’s not a CC exclusive change. You could always choose to not use the tier gloves, and just use the other 4 pieces. The only change with the CC existing is you potentially now get to make that choice when it’s out, since in Legion you could go all the way to BFA pre-patch without antorus 4set.

This is a video game not the lottery. We should not rely on lottery systems and time gating for player progression. That’s called using more than one brain cell, not being entitled. grow up
Wanting to get a change that is in a sense a glorified hot fix to your class is not entitlement, it’s expecting basic service.
Blizzard has packed core class features in tier - it’s simply sanity to expect that across the board. Nobody is asking for trinkets from the last boss - simply access to core features of their class trapped underneath this bizarre system.
Leggo and double leggo is fair and across the board - expecting the same of these class fixes is not entitled.
