I do all that, the quest NPC doesn’t have a completed quest for me to turn in.
Had the same issue. Ended up fixing it by clicking off some snow related buff i had. No idea where the buff came from. Assumed it was related to the patch but not sure.

You need to use the pop up button to Leave the phased state. That will complete it.

I’m following all the steps, but I think I’m just bugged.
I can’t complete WQs because I’m stuck in this phase where I haven’t “completed” the questline to phase dive, but I have already put points into the cloak with Hashim that is actually the last step of that chain.
Are you actually entering phase diving? My issue was that I couldn’t even get in. Re-logging, abandoning the quest, disabling addons, changing cloaks didn’t help but once I clicked off that buff, it instantly worked.
Apparently the fix was being grouped. Grouped with a friend while they worked on their UI elements, and all the quests worked perfectly fine for me.
Love this game…
