In the engineering UI, the pattern for “Unstable temporal time shifter” rank 2 is listed from Provisioner Fray in Tiragarde sound reputation Exalted for the price of 1900G, but this item is currently not being sold.
I have the same issue.
I can see the rank 2 of the engineering recipe on the npc. Do you have Exalted rep with Proudmore Admiralty, have engineering with rank 1 of Unstable Temporal Time Shifter already learned? It is also possible that you need to complete the opening quest from the scouting map in the same room as the vendor to unlock Proudmore Admiralty related stuff.
The recipe isn’t where you expect it to be. Instead of being on page 2 of his menu with the other engineering recipes, it is on page 1. It has green text and is under the tabard he sells.
