Unspecced skills disappearing from bars after a loading screen

Before patch 9.1 I could have several skills from the same talent row allocated on my skills bars, with the currently unspecced skills simply appearing disabled. The skills remained allocated even after loading screens or relogging.

After patch 9.1 this is no longer the case, and I have to allocate the skills on the bars again after a loading screen following a respec as they simply disappear.

I have disabled all addons, I don’t have any addon managers and I have renamed the Cache, Interface and WTF folders and the problem persists.

Chiming in here; this is especially problematic with the druid subspecs if you swap between them often, as you get not just one but four “new” skills that re-add themselves to your bars in random order, which you then have to fix, and shapeshift into the form bars and re-fix those too, and…

Yeah… had a field day while trying to do the arena weeklies. It’s particularly bad in arenas because you get a loading screen every new match and usually have to swap a few talents depending on the enemy comp.
