There is no Wrathion in Blackrock Mountain for me to turn this quest in with. Comments on wowhead suggest that this may be a bug in 8.2.5 as people were able to turn it in earlier. I got this item to turn in from an Island Expedition and am unable to complete it.
Have this same problem although…I do get to see the quest NPC (its not Wrathion) as I approach the Blackwing Descent platform but he disappears as soon as I land and Im unable to turn in quest. Like the quest npc is phased out.
yeah it’s a phasing thing - I eventually abandoned the quest because “we know it’s a bug” yet no responses in these forums and no other way to complete it. Don’t care enough for the small amount of AP to have it clutter my quest log for who knows how many more months.
