I have completed all the storylines in Zandalar on 3 different characters.
I did not get the Zandalar Forever Achievement.
Do all 3 zones need to be done with one character?

Just as a heads up, you cannot work on this on multiple characters, this entire achievement has to be done on one character to get the dungeon unlock for Kings’ Rest. My understanding is once you unlock this on one character however, all characters on your account would be able to access Kings’ Rest.

basically war campaign + all 3 zones + a side quest that leads up to battle of dazalor. after that its a small little quest line of unlocking the race

yes because the last side quest only opens once you do all the 3 zones on a toon
