Unlocking Visions of N'Zoth with allied race alt

So,

I need to unlock the 8.3 Visions of N’Zoth questline for my hunter because there is a certain tamable pet from the N’Zoth version of Vale. The only way to get it is through this version.

However, I cannot find any quests or missions or anything to let me start this. When I go to Silithis, I cannot enter the Heart Chamber, and when I’m in Stormwind, there’s no starting BFA quests either. Yes I checked the board.

So, the first question would be which allied race? Kul Tirans have some of the intro BfA quests already flagged as done so can be a bit weird. (The same might be true for Zandalari Trolls, I haven’t leveled on of them yet.) Generally, you should be able to start the BfA quests from the NPC standing next to the Hero’s Call board (not the board itself.)

I was able to get the starting quest from the Herald on my Kul Tiran, although once I went to the docks to talk to Jaina it skipped the other stuff and put me next to Cyrus with the intro flagged as done.

Can the character use the Boralus portal in the portal room?

And yes. I can use the portal room but I am unsure if I have the Nazjatar portal. I’ll check after work. I DO have the Silithis portal tho, but like I said I can’t enter the Heart Chamber.
