Good day,
I have recently embarked on the first portion of the quest to obtain the T3 Transmogs.
Currently, I am only at the stage where I used the toy (Krastinov’s Bag of Horrors) to summon Eva. However, I did not receive the Inert Spectral Essence after speaking to her.
My 2 other toons were also unable to receive the Essence and currently I am unable to see the specters to obtain my candles and proceed further.
Please help. Thank you
Did you click off the buff in order for her to actually want to talk to you?

That part was done, I was able to collect all the quest items but unable to see the ghosts to trade for the candles. She did not give me any Essence or item. This was the case for all 3 toons 
I was able to speak with her as well outside the dungeon but just no Essence to enable me to see the specters.
i think i’m confused.
are you saying that you have Eva’s femur? her journal? the picture, the doll, and the deed?
i’m having problems wrapping my brain around what’s going on here.
did you have bag space?

Yea I have all those but no Inert Essence to see the Ghosts.
I am equally puzzled as well. I was able to collect the items on my main but only found out that I did not receive the Essence when I wanted to trade them for the candles.
My bags are not full, I have one empty 34 slot bag. I did a search and could not find the Essence. Even after using 2 of my other toons which did not collect those items did not help either.
Eva just would not give me the Essence on the other 2 toons as well.
Any GM able to assist on this please as I am unable to do my attunement quest chain to obtain the T3.
My friend and i just tried to do it and only one of us recived the essence now hes unable to get it on any of his characters
Experienced the same thing, spoke to Eva, looted femur and journal, no essence. Everyone else in group received, but me, plenty of bag space.
If you don’t get this item after exhausting all dialogue options with Eva, make sure you don’t already have Spectral Essence]in your bags or bank
I just had this issue. Turns out I had this trinket in my bank. So if you have played this game for a long time you may already have this. Hope this helps!
