If I remember correctly you can do the rep on Horde but you would need an alliance toon for allied race quest

You can do the rep on any toon as well as the dungeon req . But the quest to open them has to be on alliance

I can comfirm what the others are saying. Did the rep and dungeon on horde, onlock quest on max Ally.

I can also confirm it. Rep grind, story, and dungeon requirements all done on my goblin, but I had to jump to a void elf and do the Mechagon intro quests on Alliance before I could do the unlock quests.
