I would like to unlock my first allied Race: The Kul Tiran … Do you need to be level 50 before you can even start the process or can I start questing somewhere now at level 47 to get it underway anywhere?

You need to do Loremaster (ie. all the main storyline) for the Kul Tiran zones. Good place to start.

I’m not able to post links, but Wowhead has great guides for unlocking all the allied races.
You don’t need to be level 50 either. You can start BFA at level 10 now since the pre-patch and level squish. You can start working on the Kul’tirans from level 10.
Edited to add: It’s no longer required to get the exalted rep requirements, so keep that in mind. Makes it faster and easier to get allied races now.
You also need to finish the alliance 8.0 and 8.1 war campaign. (As a bonus this will also unlock dark iron dwarfs along the way). Once you have completed the loremaster achievement (which must be done on one character) you will start another quest line (Cyrus crestfall has the opening quest for that chain if you don’t get it to auto pop). That chain is called the Pride of Kul Tiras.
Oh, and you will need to go see magni in Silithus at some point to do the “a dying world quest” you will hit a roadblock in the war campaign without it.
Just finished up all that myself so it’s fresh in my memory. Once you have the “ a nation united” and “tides of vengeance achievements. Head on over to the embassy in stormwind to start the recruitment quest line.

Check your achievements for where you’re at. Wowhead is a good resource for this. I’ve unlocked all but the the Horde elf one. It feels endless because even after you do what you think is the last requirement you have a final quest chain or scenario. Check the comments on Wowhead. Someone usually will post a quest list or links that are helpful if you’re stuck.
