Grand Admiral Jes’tereth has nothing to say to me. Apparantly this is the only way to get to Vol’Dun, Nzamir, Zuldazar, all of which I need to explore.
What do I need to do, in order to keep moving forward with exploration?
It is tied to 7th Legion rep and the War campaign. You need to do those quests to get to the Troll island.

Go to that guy in that Harbormaster’s Office. (Cyrus Crestfall) see if he has something or if Taelia in that room does… And be sure to click on that map on the wall, It is the map you will need to go to the Other Continent… Good Luck… Grand Admiral Jes’Tereth is the One who actually takes you on the boat over there,but doesn’t give you the quests to go there…

Quest starts at 112 doesn’t it? Or Am I thinking of the second zone unlock.

You need to be 112 to unlock the first war campaign outpost. Then 114 and 116 for the remaining two.
