Are you able to unlock the Kul Tiran race as Horde?

Technically, you could grind all the Horde reputations on Horde then faction change… you would still need to do Loremaster and Pride of Kul Tiras, though.
Yep. All you need to do as a Horde player to unlock the Kul’tirans is log out to the Character screen, select create a character and create, level and rep grind on an Alliance toon or you can just faction change a max level Horde toon with all reps exalted to the Alliance and hunt the achievements.

I mean, a relatively large contingent of Kul Tiran’s did defect to the horde with Ashvane.
But then again, between scenes, ashvane double-defected to the naga, so who knows?

No you need to have the alliance zone achievements and kultiran rep.
That being said if you swap to alliance your rep concerts with you. Zandalari = kul tiran, so all you need is the zone achieve. It costs ya if you want to skip the grind (like me)
It would make about as much sense as the Factions going to war after working together across space and time to stop the burning legion.

The Ashvanes, they’re evil, they aren’t even part of the Alliance, and they spit at alliance characters as soon as look at 'em, The Amani seem to be the same way over there in that Temple city the Zandalari call home. I propose a trade. You give us the Amani (we’ll trap them ourselves, don’t worry!) and in return you can have the Ashvanes! We’lle ven throw in the morbidly obese Squidwoman who was their former leader free of charge!
But, you will need to come and cage the Ashvanes yourself, this ain’t a charity.
