So I am trying to unlock argus to farm some transmogs and stuff so all I want to do is be able to get into the raids. I read online that I need to do the uniting the isles quest, I see it on my map in Dalaran but I cannot enter The Violet Citadel. I also found Archmage Khadgar in the underground part of Dalaran but he also does not have the quest. I am not sure if this is an issue because I am horde or a questline I have not done but any help would be appreciated.
This is DEFINITELY not a Horde thing.
From what you say, my first suspicion is that you are in the wrong Dalaran.
How did you get there?
If you do not have a Dalaran Hearthstone, the only way for you to get there is to take the Portal from Orgrimmar to Azsuna. Not “Dalaran, Crystalsong Forest”, but Azsuna. From Aszuna, you have to fly to Dalaran.
If you took the portal to “Dalaran, Crystalsong Forest”, you are in the wrong place. Khadgar put Dalaran into Warp Drive and flew it to the Broken isles at the start of Legion! 
If you are in the right place, and Khadgar is still not there, it could be a phasing issue. If so,
- Look for him in the Chamber of the Guardian in Dalaran
- Check your current quest log and attempt to progress or turn in any pending Legion/Broken Shore/class hall quests.
If he now is there, but offers you no quests, you will have to hook into the start of the Legion Class Hall chain. I think you will have to do that anyway, because the quest Uniting The Isles requires you to get a lottle rep with each of the factions, and all of the factions’ questlines start fromthe map in your Order Hall.
Try that, and report back if you still have no progress.
Was totally unclear to me that I had to use the hearthstone and did not see that anywhere online. Help very much appreciated. 
Just to make sure we are clear:
A Dalaran Hearthstone is a very specific thing, and I think you don’t have it
You get it when you start Legion, and then you click it to learn it so it becomes a Toy on your Toybox
But to get to (Legion) Dalaran in the first place, you either need to do the quest from the Legion start, or take the Portal to Aszuna and fly.
