At the very least, unlocking a non-current content allied race should also unlock the counterpart race on the other faction. Unlock mechagnomes, also get vulpera. Unlock Kul Tirans, also get Zandalari, etc.
I also think allied races that require doing content older than two expansions should just be automatically unlocked. Like, no one should have to grind Legion content during Dragonflight to get like Nightborne or Lightforged.
And yes, I say all this as someone who put in the effort to unlock allied races.
