As our stats are scaled to the maximum level in a given bracket, I think it would be cool to have the abilities, talents and pvp talents available up to that level also be available in instanced pvp. I can see how this would possibly confuse newer players, but it may also allow them to get used to the abilities and provide a level playing field in each bracket.
Similar to learning a new spell by achieving a certain level, the abilities could appear on your bars “glowing” to indicate they are new.
