I just finished leveling an alt from 41 to 50, and Uniting Kul Tiras to unlock world quests is not available from Halford Wyrmbane. I had actually just finished leveling another alt to 120 last night and forgot to do that, so I switched toons to the pre-prepatch 50 and found the quest available. But on my post-prepatch 50, nothing. I have a dozen alts and really doubt I’m forgetting to do something here.
Just wanted to bump that this issue persisted through maintenance today. I gather it’s not widespread or more people would be reporting it, but there’s definitely something missing down the quest line that’s making BFA world quests inaccessible for my first toon to hit level 50 after pre-patch. I tried flying out to Silithus to see if I needed to kick off the legendary quest chain with Magni that’s now skipped during normal progression, but there was nothing available. At a loss for ideas here. The end game quest just isn’t there on my mage, and it was there after pre-patch on another toon.

Have you found anything yet? I’m stuck at the same thing: Did all the zandalar footholds until they sent me back to Boralus, have all three reps at friendly, and have completed the first island expedition. Still no quest popping up.

I’m also seeing the same issue. Friendly on all 3 factions, did all 3 footholds, and Island Expedition. Wyrmbane has nothing for me.
I am having the same issue. No world quests for my alt that reached 50 today. Did all the war campaigns and still nothing. 
This happened to me.
You need the necklace to get the quest for Uniting Kul Tiras. A Dying World should be available in Boralus and then you can proceed.

absolutely requires the heart.
I’ve been going half insane trying to figure out why I can’t unlock world quests on an alt, only to see Osum’s comment and see I’m still wearing a normal necklace.

I have a similar issue to this. I created my alt before prepatch, leveled him a bit, then finished him up to 50 after prepatch hit. I got the uniting kul’tiras quest turned in, have world quests and the flight whistle, but I don’t have access to nazjatar meaning that I can’t get the shroud nor the catch up 50 levels for the heart of azeroth, I made a thread on reddit going in more detail.
Mentioned below, you need the heart Necklace. The quest a Dying World starts the few quests to get the heart. This is not mentioned any where on WOwHead

Well prepatch is here and this is bugged again… Just dinged my Iron Dwarf War 50 done all of the supposed pre-reqs above and nada… I have WQ btw they showed up for me on hitting 50 but no UKT and hence no Naj and therefore no cloak and Heart upgrade…
I mean c’mon really??? at this stage on an alt it should be hit 50 get the quest… oh and regardless of whatever is needed when you actually do the pre-reqs it should work…1
The only thing that was preventing this before was access to the HoA. All of the other requirements had been waived, but the initial HoA acquisition in Silithus was inaccessable for the first week or so of pre-patch. If you have the neck and are level 50, the quest was available as of last time I got a toon to 50 (maybe two weeks ago?) I would try flying out to Silithus to see if you can pick up the quest manually.
Still not working. Uniting Kul Tiras not showing up.
