it’s like speed limit enforcement. the fact that you saw somebody exceed the speed limit without getting a ticket doesn’t mean speeding is now legal. just means they didn’t get caught doing it.

I did explain that 
If someone names it back to what it was, or keeps picking names that are against the rules it moves to suspensions.
Blizzard will help though if someone has a bunch of names that are…questionable. They can make a ticket to self report those names and Blizz will help change them. They don’t action the account for that and it prevents those chars getting reported.
Repeat offender more than likely. They are only go to give you so many passes on names like that.
I agree they should instead block more names but that takes work. Blizz no like work.
ah, not sure then. that is surprising. maybe they’ve relaxed their enforcement of rules about NPC names on non-RP realms or something.
