That’s cute. Where is it? 
Looks to be that spot next to the dive/party area behind obsidian citadel where you do the thing for the secret Otto mount. It’s in Waking shores. It’s also the area where you can get a secret pet.

That’s part of the quest chain to get Otto.
It is in the same area, but not part of the Otto quest chain I don’t think. Might as well pick it up though if someone is already there.

its not the otto quest part is with the golden coins
I can’t remember the specifics, but I do remember having to go in that area for something in the chain. I remember seeing it.
to pick up the fish barrel and put it back down for the mount thats all
