I feel like it’s probably a bug that we can’t, since similar items in Siren Isle did stack, but I need to stockpile these bad boys ASAP.

I can’t remember exactly where, but there’s two Pandaren shops in the city! I know the vendor is inside on the first level of the building, sorry I can’t be more helpful. 
All good, just found it, it’s in Hovel hill, one of the buildings with a door.
