My Demon Hunter has 20 Cartels of Undermine renown and Khaz Algar Alchemy and is unable to purchase Undermine Treatise of Alchemy despite meeting the requirements. Bug or am I somehow missing something?

Having the same problem - haven’t been able to purchase things from steamweedle quatermaster cartel even though I have the appropriate renown.
Are you sure you didn’t already buy it? For me the horn shows I need honor with them, but I’m already honored with them and already purchased the horn.
