Does anyone know where or what this drops from? In-game just says “World Drops”, Wowhead has nothing on its location or what drops it. Apparently I’ve picked up the Cape from somewhere but I haven’t found any other parts on rares or world enemies.

Ah, this helps a lot thank you. I just got renown 12 recently and I haven’t done too much of Shipping & Handling and the Shoveling except for weeklies and world quests that require it.

I’ll add to this. Once you hit Renown 11 you unlock the ability to find a Gunk-Covered Thingy from the garbage pile dig events, which you can exchange at the related vendor, and those have a high chance to contain any of the warbound green recolor gear, the Descaled, Laundered, and Upcycled.
