I just finished the quest on one character, and decided to do it on another. When I checked her progress on Bigger Fish to Fry, I noticed that it’s an account-wide achievement, so I can’t re-do it. I maxed out her fishing skill, then attempted to fish up a pearl. On my other character, I got the pearl on the first cast of the first pool. I’ve depleted over 20 pools on this character, and still haven’t gotten it. Could I be bugged from not doing Bigger Fish, or maybe because my skill is 100 instead of 800 as listed in the quest? My other character did actually have 800 skill, before the expansion changes went into effect.
Has anyone else had really bad luck getting it?

You have to do the entire thing on each character despite how the achievement looks. I did it for four characters by the end of Legion, but the first one was the slowest.
you can redo most achievements on other toons. Many’s the time I run an alt through a dungeon to get a different flavor of transmog and “re-earn” two or three “kill the boss without taking damage from X” achievements, for example. I believe you can mouse over the badge on it and if the toon you’re on doesn’t have it, it will say so.

The achievement will show completed by…that is the only toon that cannot do it again. Most achievements you can do on multiple toons
Basically this is an account-wide achievement that is not actually account-wide.
No clue why Blizz won’t just make it not account-wide since the only thing that cares about it, The Underlight Angler, ignores the achievement’s account-wide status and requires it be completed on an individual character basis.
