It seems that so far in the ringing deeps and hallowfall that when you get the surface tension buff from this rod then walk a few steps into the water, the buff drops off. Ive tried a different character in Dorn and was able to water walk (not far enough in with alt to go to other zones yet) I have video too if i can post somewhere
